The Minister of Finance, María Jesús Montero, seeks to carry out a fiscal reform that will allow us to have a solid and progressive tax system . At the same time, she seeks to guarantee a strong welfare state and allow the development of policies to reduce inequality and combat poverty .

To this end, the Ministry of Finance created a committee of experts to prepare the White Paper on Tax Reform . This committee, after thoroughly analysing the tax system, proposes a series of measures to reform the tax system.

This committee of experts is made up mainly of professors of Economics and Financial and Tax Law.

Given that the committee of experts has been tasked with carrying out an analysis of the tax system as a whole, it is foreseeable that we will be faced with a major reform of our tax system . The proposals included in the White Paper on Tax Reform are not binding on the Government . They are only a series of recommendations that can be taken into account in the development of the new tax reform. However, it is expected that some of these proposals will be adopted.

3) What data does the committee of experts base its analysis on?
The contents of the White Paper are based on a broad set of tax data, descriptive analyses, simulations, estimates and macroeconomic quantifications provided by the AEAT, the IEF and various Ministries. In addition, it examines the empirical evidence and evaluations available in other economies, relating to the design and recent changes in taxes and fiscal incentives.
